UPCOMING CONTRACT OPPORTUNITIES: U.S. Air Force Business and Enterprise Systems, Systems Engineering and Technical Assistance, Advisory & Assistance – Multiple Small Business Requirements

USAF NEAR TERM OPPORTUNITIES:

  1. The U.S. Air Force Business and Enterprise Systems (BES) Directorate Smart Guide for Upcoming Acquisitions details 17 requirements valued at an estimated $350 – $400 million. The vast majority have been identified for small business or 8(a) competition.

BES is located at Maxwell, Air Force Base (AFB), Gunter Annex, AL.  The BES portfolio consists of over 162 programs, 2,300 military, civil service and contractor support personnel with total funding of $1.025 billion.  The directorate is located at four bases throughout the United States: Maxwell AFB, AL; Wright-Patterson AFB, OH; Randolph AFB, TX and Hill AFB, UT.

  1. The Department of the Air Force, Air Force District of Washington, Joint Base Andrews, MD has issued a special notice for non-commercial Advisory & Assistance Support for the Principle Undersecretary of the Air Force for Space, Systems, Engineering & Technical Assistance SETA Follow-on. The anticipated acquisition strategy is for a Total Small Business Set-Aside using GSA One Acquisition Solution for Integrated Services OASIS) Pool 5B.  The solicitation number is FA701419RA010SETA.  The draft RFP was published for comment from May 1 -7, but the government reserves the right to make changes to the document at any time.

The current effort (FA01415FA704) was awarded to LinQuest Corporation, with a base year and three option years.  The current value is $42 million with 41 FTE’s.
The government intends to award a labor hour task with one (12) month base year and four (4) twelve (12) month option years.  The estimated range of this contract is $60-80 million with approximately 51 FTE’s.

  1. The U.S. Air Force Installation Contracting Agency, Wright-Patterson AFB, OH has issued a Solicitation on behalf of the Department of Defense Information Analysis Center (DoD IAC), Sponsored by the Defense Technical Information Center (DTIC) to Seek Competitive 8(a) for Advisory & Assistance Services (A&AS). This is a market research effort to determine industry capabilities to perform a wide range of A&AS including: planning, analysis, financial management, budget planning and execution, audit readiness and support services for DoD IAC PMO. The place of performance is Fort Belvoir, VA.  

The Solicitation Number is FA8075-19-R-0002, and the response date is May 14th, 2019 4:00 pm Central.
The estimated government budget for this effort is $48.1 million, and the estimated duration is 54 months.
