United States Coast Guard (USCG): The purpose is to acquire C4IT Engineering, Development, Integration, and Support Services (CEDISS) for the design, development, integration, testing and operational evaluation of new C4IT and related electronic systems. CEDISS is a small business (NAICS Code 541510) program 8(a) re-competition of Contract HSCG44-12-D-TEDSS(A-D), with an estimated dollar range of over $100 million with multiple incumbent contractors – Five Rivers, Goldbelt Falcon, Chugach and ESC.  Performance on the CEDISS IDIQ contract will be at Portsmouth, VA, Elizabeth City, N.C., Alameda, CA and various other locations throughout the U.S.

Current Status:  Estimated release of the RFP is June 3, 2019 with award projected for Q1 2020.  The resultant contracts are projected for completion in December, 2024.  CEDISS was previously announced under APFS F2016032231.

  1. U.S. Coast Guard Cybersecurity Services (CGCS) to include network administration, information systems security. Security Authorization Process (SAP), security evaluations and assessments, documentation support and Cybersecurity training support.  Top-level requirements include Cybersecurity Compliance and Reporting Services, USCG Cybersecurity Operations Center (CSOC) Services and Information Systems Security (ISSO) Services.  CGCS is a small business requirement to be awarded via a GSA contract vehicle.  The estimated dollar range is over $100 million.  Current incumbents are NETCENTRIX, ISHPI, Digital Management Inc., and U.S. Max Corporation.

Current Status: The estimated release date is May 3, 2019 with an anticipated award in Q4 2019.  The contract completion date for awarded contracts is September 2024.  The APFS Number F2016031320.

  1.  U.S. Citizenship and Immigration Services (USCIS) Modernized DevSecOps and Analytic Services (MDAS) II will be a DevSecOps requirement that supports the Verification Technology Portfolio with an estimated dollar range exceeding $100 million.  The requirement is for teams of experts to securely develop forward leaning applications in the cloud using DevOps and Agile processes.  The NAICS Code is 541512.  MDAS is a re-competition.  Accenture Federal Services is the incumbent contractor.

Current Status:  The estimated release date is April 12, 2019, with an anticipated award in Q4, 2019.  The estimated completion date of the awarded contract is August, 2022.  The APFS is F2018042560.

  1. Transportation Security Administration (TSA) Independent Test and Evaluation (IV&V) requirement for integration Testing, Developmental Testing and Evaluation (DT&E), user acceptance testing, performance testing, and the Operational Test and Evaluation (OT&E – IV&V) activities for Secure Flight Systems and Software.  The TSA IV&V and DT&E contract is a Small Business Program for Service-Disabled Veteran-Owned Small Businesses.  The NAICS Code is 541519.  The estimated dollar range is $5,000,000 – $10,000,000.

Current Status:  The estimated release date is May 17, 2019, with an anticipated award during Q1 2020.  The APFS Number is F2018044691.  The DHS Acquisition Forecast does not identify an incumbent.
