UPCOMING CONTRACT OPPORTUNITIES: U.S. Department of Defense – DCSA and U.S. Army

The purpose of this RFI is to identify potential sources capable of providing the Defense Counterintelligence and Security Agency (DCSA) Center for Development of Security Excellence (CDSE) internal staff and external contracted vendors who develop courses and other learning products, supporting a Software-as-a-Service (SaaS) Learning Product Life Cycle Management solution. This RFI is requesting information on workflow and learning product management solutions to manage the learning product development lifecycle process in a cloud environment that is approved at a FedRAMP Plus (DISA IL4) level. CDSE encourages solutions that leverage technologies that can be applied to the management of learning product development; including but not limited to, the capabilities of configuration management and version control of project files such as: project initiation form, training needs analysis documentation, story boards, graphics, videos, test questions, student guides, and resource files.The NAICS Code is 541990 and the Product Service Code is R425 – SUPPORT – PROFESSIONAL: ENGINEERING/TECHNICAL.  Place of Performance: Linthicum Heights, MD. The Mission and Installation Command (MICC) – Fort Eustis, VA has issued a Sources Sought Notice (SSN) to identify parties interested in supporting Sustainment Center of Excellence (SCoE) – Instructor Training.  A small business set-aside will be considered, and small business concerns in all socio-economic categories are encouraged to identify their capabilities.  NAICS Code is 451990, all other Professional, Scientific, and Technical Services and Product Service Code is R499. Response date is Dec 23, 2019, 11:00 am EST.The Army’s premier sustainment think tank and training institution is the Sustainment Center of Excellence (SCoE). The SCoE headquarters is the United States (U.S.) Army Combined Arms Support Command (CASCOM), located at Fort Lee, Virginia. The SCoE provides education and training of U.S. Army, foreign military, other services, and civilian personnel for military occupational specialties and professional development.   The Ordnance, Quartermaster, and Transportation schools will provide the equipment and facilities for the functional/technical components of this professional development training.The work locations will be defined at the individual Task Order (TO) level. Mobile Training Teams (MTT) may be required to support Army Force Generation (ARFORGEN) and other operational requirements.
