  1. The Naval Facilities Engineering Command (NAVFAC) Expeditionary Warfare Center (EXWC) has issued a pre-solicitation notice for a requirement to procure IT services for world-wide NAVFAC locations. The requirement includes Systems Development Life-Cycle Support, Cybersecurity Support, Business Systems Operations, and Support, IT Operations Management and Management Services in support of all NAVFAC personnel, stakeholders and users throughout the world. This is a pre-solicitation notice for RFP# N3943019R2126.  The proposed contract(s) are limited to qualifying 8(a) firms.  The expected solicitation closing date is July 22, 2019 and the annual size standard is $27,500,000.00.  PSC code is D399.  NAICS Code is 541512.  The Government intends to make awards to more than one contractor.  This contract will replace four contracts awarded for similar services awarded in FY13 and FY17 with a combined value of $125,000,000.00.  See fbo.gov for official details.

The Naval Sea Systems Command, Naval Surface Warfare Center Philadelphia Division (NSWCPD) has a non-commercial services requirement to provide support for the planning, implementation, and management of Hull, Mechanical, and Electrical (HM&E) systems new acquisition systems, construction systems and initiatives in support of NSWCPD Code 31. Services include acquisition program support, logistics program support, engineering program support, manpower, personnel and training support, ILS certification, configuration support, and associated analysis.  This requirement is a Total Small Business Set-Aside.  The RFP# is N6449819R4048. The anticipated RFP release date is 15 May 2019.  NAICS Code is 541330, exception 2 with a size standard of $38.5M, and PSC/FSC Code of R706.  It is anticipated that 80% of the work will be performed in Philadelphia, PA, with the remainder performed at multiple locations throughout the U.S., and underway on various U.S. Navy Ships, Submarines and Carriers, and USCG Cutters.  See fbo.gov for official details.

United States Marine Corps MCB Quantico – National Capital Region (Sources Sought) The Wounded Warrior Regiment (WWR) is seeking information from potential sources for Program Management, Application Development Maintenance Support, Data Base and Systems Administration Support and Information Assurance Support to maintain applications, databases and portal for the Marine Information Division, Marine & Reserve Affairs Command (MR&A) and Marine Corps Base (MCB), Quantico, VA.  This sources sought effort is to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUB Zone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services.
